1. In 1985, within the framework of a joint statement between the Ministry of Education of China and the Bavarian Ministry of Education and Culture  Germany, Shanghai Instrumentation and Telecommunications Bureauand the German Hanns-Seidel Foundation started Sino-German vocational and technical education cooperation at Shanghai Electronic Industry School. China and Germany began to explore and practice the dual system vocational education model in Shanghai and even all across our country. With the integration of the STIEI and the Shanghai Electronic Industry School and the STIET being transferred to the Shanghai Municipal Education Commission, the project partners were changed to the Shanghai Municipal Education Commission, Instruments and Electronics Shanghai AssociatesINESAand Hanns-Seidel Foundation of Germany from 2014 to 2016. The main body of the project was changed to STIEI (Shanghai Electronic Industry School). Since 2017, the project partner was changed to STIEI and the German Hanns-Seidel Foundation in the context of standardized management of domestic NGO organizations.

    Since the implementation of the Sino-German vocational education cooperation project, the Chinese and German partners have made some achievements in the practice of the dual vocational education model and the connection of secondary and higher vocational schools, and have accumulated rich experience in specialty construction, construction of teaching staff and quality management.

    In 2004, based on the success of Sino-German cooperation, the Sino-German Institute of Engineering of STIEI was established. With reference to the training mode and standards of the Bavarian University of Applied Sciences in Germany, it trains higher-level technical and skilled talents, and begins to explore and practice with the Translucency between the secondary and higher vocational education.

     



  

  

  

2. Chinese-foreign cooperative educational programs

Since 2004, STIEI has established a cooperative relationship with the Landshut University of Applied Sciences in Germany, and has started cooperation in the major of Automation technology and General Electrical technology. STIEI has introduced the educational and teaching standards of the UASL and has effectively combined them with the domestic educational and teaching standards. STIEI and UASL regularly organize professional discussions for Chinese and German teaching staff every year, inviting German professors to Shanghai to provide on-site guidance on the quality of education and teaching, which has effectively combined the Chinese and German talent training standards. In November 2017, the Automation Technology major jointly established by the two parties won the Shanghai Model Chinese-foreign Cooperative School Commendation Project.


  

  

3. Sino-German cooperation technician training

Since 2011, STIEI has begun friendly cooperation with Passau Technician School and Deggendorf Technician School in Germany. STIEI integrates the training requirements of German “Automation”, Chinese “Communication Technology” and “Automotive Electronics” into the education and teaching process of the technicians. Students who successfully pass the examination can obtain the State Certified Engineer Certificate issued by the German side, and can apply for admission directly to the Universities for Applied Sciences in Germany..

The diversified modes of Sino-German cooperation in running schools have not only widened the connection between higher vocational education at the Chinese college level and the undergraduate education system of German engineers, but also ensured that graduates have strong technical application capabilities and solid professional theoretical knowledge. Our graduates meet the industry's standards and are therefore favored by quality companies.


  

  

  

  

4. Sino-German Cooperative Shanghai Vocational and Technical College Key Teachers Capacity Improvement Project

In order to promote the internationalization of modern vocational education in Shanghai and cultivate high-quality professional teachers with an international perspective and international communication ability, in 2015, the Shanghai Municipal Education Commission, the Bavarian State Ministry of Education and Culture, and Hanns-Seidel Foundation signed the Memorandum on Friendly Cooperation and Communication in Vocational Education (2015-2018). The three parties jointly held the Sino-German Cooperative Shanghai Vocational and Technical College Key Teachers Capacity Improvement Project.

The project consists of two parts: Shanghai training and German training, each of which lasts for 3 months. The training includes three modules: education and teaching, professional practice and enterprise practice. It adopts a model that combines training center learning and corporate practice, and combines education and teaching ability, professional practice and technical application ability training.

The German training is jointly carried out by the Bavarian Ministry of Education and Culture, Hanns-Seidel Foundation, German vocational schools, inter-company training centers and companies. Among them, the 8-week education teaching method training module and professional practice training module are jointly carried out by the Hans-Seidel foundation in collaboration with the teacher training centers of German vocational colleges, such as Citizen University Cham, Germany, Karl-Peter-Obermaier School Passau  and Pfarrkirchen  state vocational school. The 4-week enterprise practice module was jointly carried out by the Hanns-Seidel foundation in collaboration with the technical training centre in Hessen, Germany, the Rohr Kloster Training Center in the South Thuringian Handicrafts Association, and ZF.

After many consultations, on May 28, 2018, the Shanghai Municipal Education Commission and the Bavarian Ministry of Education and Culture Germany signed the Memorandum of Understanding on Friendly Cooperation and Communication in Vocational Education (2018-2019) in Shanghai. In order to carry out broader cooperation, STIEI and the Hans-Seidel Foundation were commissioned to organize the implementation of the  Sino-German Cooperative Shanghai Vocational and Technical College Key Teachers Capacity Improvement Project ,  Sino-German Cooperative Shanghai Vocational College Principals Capacity Improvement Project , and the Belt and Road project, to support the development of the Sino-German vocational education alliance, and to cooperate in the construction of teacher probation bases, as well as world skills competitions. China and Germany respectively commissioned STIEI and the German Hanns-Seidel Foundation to carry out relevant organization and implementation work. During the five consecutive years from 2015 to 2019,106 key teachers from secondary and higher vocational colleges in Shanghai participated in the training, specializing in the fields of electronics technology, mechanical manufacturing, numerical control technology and business tourism management. Those teachers successfully completed 3 months of training in China and 3 months in foreign countries and are playing an important role in their schools.
